Hi Hamish, the first chart in the series shows the non-retail IPv4 allocations – broken down by type of user. Less than 10% are commercial allocations.

Although APNIC no longer has free addresses available (except for one-time very small amounts) it is legal to purchase older, legacy space, and route it from inside New Zealand.
Leasing of addresses is another option.
